    The simple answer is no specific beast for Joomla as such here ... but ...

    http://developer.cooliris.com/?p=enable has all the toyz you can imagine to get er' done..

    should be as simple as mod'n your configuration.php file .. to busy myself to actually make a Joomla app for it ;)
    .. use a wrapper and point content to API enabled pool .. that would work for starters .. but I think all you need to do is follow the link above and tweak your config for your site.
    Or even use their Quick & Easy method to enable it on your site. http://developer.cooliris.com/?p=quick

    There is a Joomla component Picaweb which integrates Picasa and Piclenslite.

    Yes there is Phoc Gallery supports piclens and is very nice to use on Joomla 1.5 sites.
